The Division of Environmental Quality, an agency within the Office of the Governor, sits at the forefront of environmental protection and regulation in the CNMI. The agency takes lead in assuring CNMI residents a clean and safe environment.
DEQ develops, implements, and enforces programs and stringent regulations with the goal of eliminating and/or minimizing any environmental threats to the CNMI's land, air, and water resources.
By utilizing a variety of of technical tools, conducting numerous inspections and permitting, the DEQ staff and management have assisted the public as well as private facilities and community members in understanding and complying with both local and federal environmental regulations.
The Division of Environmental Quality is organized into several branches:

- Safe Drinking Water Branch
- Waste Water and Erosion Control Branch
- Air and Toxic Management Branch
- Above/Underground Storage Tanks and Pesticides Management Branch
- Non-Point Source Pollution/Marine Monitoring Management Branch
- Environmental Surveillance Laboratory Branch
- Site Assessment & Remediation Management Branch
The Division of Environmental Quality's main office is located on Saipan, with liaison offices in Rota and Tinian.
