The Criminal Justice Planning Agency (CJPA) is the administering agency for several federal programs from the Office of Justice Programs, U.S. Department of Justice, and one program from the U.S. Department of the Interior.

Created by Executive Order No. 16, the CJPA has six staff and two Councils: Supervisory Council and Youth Advisory Council.

The Supervisory Council has sixteen members and serve as the agency's governing board. The Youth Advisory Council also has sicteen members and they advice the staff on youth activites. the Governor appoints the members of both Councils.

Through these Councils, CJPA brings the CNMI over one million dollars per annum from the Federal Government for direct services to our victims of crime, prevention of juvenile delinquency, reduction of drug and substance abuse problems, and promoting other activites that would improve the CNMI's Criminal Justice System in general.

CJPA's administering responsibilities include preparing and developing several federal grant applications every year. As part of the grant application packages, CJPA publishes extensive review and analysis of crime and social problems confronting the justice system. Additional function is the monitoring and reporting of all funded programs made possible through various federal grants.

CJPA also provides technical assistance to its numerous sub-grantees or recipients of federal funds on program planning, development and implementation. The CNMI Justice Bulletin, a quarterly newsletter publication, is an information-sharing on the
CNMI and federal criminal justice. Another quarterly publication is the Crime Analysis Reports on specific crimes in the CNMI.
